من خلال دراستنا فنظرا لأهمية الموضوع علاقة المنتخب بالمعين في ظل قوانين جديدة تبين أن السلطات المعينة ممثلة في والي الولاية لها رقابة واسعة ووصاية كبيرة على المجالس المحلية المنتخبة وذلك نظرا للصلاحيات الواسعة الممنوحة لهم في هذا المجال من جهة ونظرا لضعف المنتخبين من جهة أخرى وهو ما يؤثرا سلبا على المردودية في تسيير الشأن المحلي .
